Describe the bug

Both kin-states.njk and background-checks.njk (in /src/compare) use similar code for parsing data and drawing the pie charts. This could be centralized to increase maintainability.

Noticed while working on the removal of Airtable, and fixing how the data gets processed. Filing this away to come back to someday.
