Images/Instance Menu navigation is missing

I expected to find Compute -> Cloud -> Images and Compute -> Infra -> Templates, but those menu items don't exist. Instead the user is expected to go to Compute -> Cloud -> Instances and Compute -> Infra -> Virtual Machines and the images are in the according, but that is really unintuitive.

Until we get to the point where we remove the accordion, I think we should add those menu items in; the menu items can navigate to the same page as instances, but should pick the correct accordion by default.

This might be solved by de-explorization of Instances. @jeffibm do we have an issue for that?
