Quad icons missing in Configuration (Foreman)

Quads are missing in both Grid and Tile View in the Foreman area.

So the problem is that the quadicon rendering is not called.

It's not called because /report_data thinks that the @gtl_type is list

that is because there's a different db_sym when the grid HTML markup is rendered and when the /report_data is called.

I don't know what is the root clause, why it is different.
