This seems to be the replacement for
ChannelHeaderLinks, it appears on almost every channel, regardless of visitor ID, so I suspect there either wasn't an A/B test or it has already ended. I haven't removedChannelHeaderLinks, just in case, but I'm pretty sure we can get rid of it, unless it is used on the non-web clients.
