I followed the documentation to install quicklisp and lisp-stat, then tried to follow the examples. The command (ql:quickload:ips) gave an error System "ips" not found. I couldn't find any files for this package anywhere. Is it missing, or am I missing something important (which is possible)?

IPS is not in quicklisp, and the repository needs to be obtained from github. See Documentation->Examples->Statistics. That's the expected path, but I see a direct link to the IPS github repo, which is probably how you found it, and those instructions are missing.
