Introduce fungible token module

• Define state and state transitions of Token module

Motivation

Define token module which can handle multiple tokens in a chain, and also have compatibility with interoperability module so that the token can be transferred to other chains.
Additionally, token module defines multiple functions which can be used from other modules to use the defined tokens.
