Suggest making an outgoing transaction

Expected behaviour

Lisk Nano should advise users with only incoming transactions to make an outgoing transaction to secure their public key on the blockchain. The default and cheapest option would be to send some small amount to itself.

Actual behaviour

There is no such behaviour.
