Implement getNFT function of NFT module #8959

Implement getNFT function that stores the corresponding NFT substore information as a dictionary object as specified in the LIP PR
Define the NFT type as a dictionary corresponding to the one obtained from getNFT
Refactor isNFTEscrowed and isNFTLocked functions to use the object of NFT type as an argument

Unit tests should be added/updated accordingly
