I don't know what the green stuff is about, but the image looking like this is probable because your screen resolution is lower than 1080p. Currently only 1080p is really supported as SDL's rescaling looks a bit weird.

oh the green is my wallpaper.I finally got the point, because my scale is 150% [win10→display setting→scale and layout].In 100% csgoverview works good BUT in 125% or 150% it can not display the whole window.Hope to solve the problem later
