When does a `LightningWork` allocates resources? #14439

Does it spin up the machine when work.run is called?

If yes, then there might be slowdowns since it will wait for that machine to be allocated
If no, then it might end up consuming credits even if we haven’t started the work for some time but still allocates it before work.run
