Sankey spends too long in "reflowing" view with no dat

Sankeys (especially the site overview) sometimes spend a lot of time in the "no data - flat" view instead of displaying something useful.

I'm thinking this is related as it feels like the same thing. The Network Traffic view in a client site. It constantly goes empty, then flashes back for a bit, then goes away. Too fast to actually read it.
