As our exploration for schedule call grows, we should use a capped/filter module to gradually open the schedule calls.

expected results:

can specify max allowed scheduled calls for a block
can specify max allowed duration where a call can be scheduled
can specify a call_filter to which types of calls can be scheduled
can include an optional check on whether the caller is eligible to schedule a call
