Consolidate common functionality & dependencies across step extensions

In a recent discussion with @igarashitm we talked about providing some common functionality across step extensions, as well as better handling of dependencies.

TBD:

• when to fetch required dependencies or functionality (e.g. runtime, build time)
• how much and what to consolidate
• integration with CI/CD, if relevant
