While reviewing the current state of our tutorial, I noticed that there is no setting for the random arbitrator to stick to a decision for a defined amount of time.
That then leads to to the behavior potentially changing 20 times a second which is probably never what you really want when using the random arbitrator.
So I'm not sure how/if we want to support something like that but it would require the random arbitrator to have some kind of memory of how long it has been returning the same option similar to how it is done here.
