As discussed in JuliaLang/julia#28789, the plan by Julia 1.1 is for the REPL and other interactive-use contexts to use https://github.com/stevengj/SoftGlobalScope.jl or similar to emulate 0.6-like "soft" global scope. This is already done in IJulia (JuliaLang/IJulia.jl#720). You might consider doing it for Juno as well.

Especially now that this is the default in the Julia REPL, I feel like it should be the default for other interactive contexts as well.
This was recently changed in vsCode: julia-vscode/julia-vscode#1665
