possible role of a "system" container

There may be bunch of things related to contrail needed to be done within the host like running ntp, setting some sysctl values, etc and this can be done through one container which run on all nodes

those things either need to be done by one of the container or within the host itself.
even that can be added to one of the existing container - for example if a variable “system_container” is True, that container will run all those code. in which case that can be just a set of code which run within any container that has “system_container” property.
