In my view, conda.jl is still the easiest way (and default setting) for a new Julia user to use PyCall.jl.
I may add that my own tests started failing recently, presumably due to PyCall/Conda, which is why I noted the failing Pycall tests. https://ci.appveyor.com/project/kafisatz/decisiontrees-jl/build/1.0.261/job/xxxrsjr0xj4xsp5h I assume that this is related (but might be wrong)
