Let MTX broadcaster use not-checksummed network address #1307

Closes #1239.

Nothing too clever here, I don't think? We (mostly implicitly, thanks to ethers) use checksummed addresses everywhere in the broadcaster (so that pulling them out of the database is reliable), it's just the network address that slipped through.

This logs a warning if a not-checksummed address is used, because it's clearly better to use one, but I think this is the only place that it was an issue.
