Teamwork task: Handle Streaming page when Streaming extension is not enabled

Steps to reproduce

1. Ensure the streaming payment extension is not enabled.
2. Navigate to the streaming list page.

Expected behaviour

• When the Streaming extension is not enabled:

  • There should be a callout card at the top of the Streaming payment page.
    • There should be a "View extension" link which should navigate to the Streaming payment extension page.
  • The "Create new stream" button should be in a disabled state.

Actual behaviour

• There is currently no way to know if the streaming payment extension is enabled or not when on the Streaming page.
• The create new stream button is enabled and is clickable even if you are unable to create a streaming payment.
