But where are the instructions for restoring from the CDs/paper backup?

Okay, I saw that the process of recovery is straightforward when you start with "nothing" but the seeds. But the case that the primary computer is still there (with a synced blockchain) should be considered, it should be possible to skip setup of the primary like it's possible to skip setup of the secondary.
