"Explore States" option missing when user does right-click on the commented state

In case when string constant contains list of states and some of them are commented, and user does right-click on commented state -> there is no "Explore States" option.

But actually "Explore States" option is applied to complete string constant, not just to some particular line in the constant. Thus, "Explore States" option should be available even in case when user does right-click on commented state.
