Roll out spack-stack-1.4.1 bug fix release

Once the release branches are finalized (but before creating the tags):

1. Install spack-stack-1.4.1 on the following HPC systems:

   • clang+mpich docker container pushed to ECR, singularity container pushed to S3
   • intel+intel-mpi docker created and converted to singularity
   • intel+intel-mpi docker container pushed to ECR, singularity container pushed to S3
3. Cloud environments
   • JCSDA AWS Parallel Cluster (intel,gnu): /mnt/experiments-efs/skylab-v5/spack-stack-1.4.1/envs/unified-env (@climbfuji)
   • JCSDA AWS Single Node Red Hat 8 (gnu) - 1.4.1 not supported, use existing 1.4.0
   • JCSDA AWS Single Node Ubuntu 20 (gnu) - 1.4.1 not supported, use existing 1.4.0
4. Finalize release branches
   • Replace branches in container yamls and .gitmodules with tag: Final updates (documentation, site configs, ...) for spack-stack-1.4.1 #669
   • Update documentation: Final updates (documentation, site configs, ...) for spack-stack-1.4.1 #669
   • Tag repositories and publish release notes
5. Merge release branches back into develop
   • spack submodule: Merge release/1.4.1 into jcsda_emc_spack_stack spack#296
   • spack-stack: Merge release/1.4.1 into develop #671
6. Readthedocs
   • Verify/Enable build of tagged documentation for spack-stack-1.4.1
