Ad py-wheel as explicit dependency to base-env

Is your feature request related to a problem? Please describe.
py-wheel is installed by all our templates, but the module isn't loaded by default. It's a useful Python module that is often needed for pip installs (e.g. in virtual environments).

Describe the solution you'd like

Maybe we should add py-wheel, py-setuptools, py-setuptools-scm below the existing line for py-pip?
