For spack-stack-1.8.0 for NAVY use. Not that the tag doesn't exist yet, acceptance testing is being done with the freeze-tag 8.7.0b11 (see #1232)

This is in addition to [email protected], which will be used by the UFS and for building [email protected]

ESMF 8.7.0 will not be ready in time for the spack-stack release (ETA for esmf is first week of September).

We need to push this out and use 8.7.0bs11 in spack-stack-1.8.0. But I found a few small bugs in the 8.7.0b11 configuration (in configs/**) that I need to fix before I move this issue out.

The bug fix for 8.7.0b11 was merged, I am moving this issue out of spack-stack-1.8.0.
