What steps does it take to reproduce the issue?

• When does this issue occur?
  When creating a ticket Documentation Request: How to generate missing derivative files on backend #2107 and Feature Request: New "Documentation" Issue Type #2108 I got a failed Github action run

I believe @islandora-community was playing around with project boards and was trying out an action to move issues on a project board (https://github.com/peter-evans/create-or-update-project-card). It does not appear we have a project board right now, which (I'm guessing) is why it fails.

Possibly need to add a Token from the organziation to the workflow?
