Move JsonldContextController from Islandora to Jsonld #802

It seems like now that we have moved the actual Jsonld Context Generator to Jsonld, we forgot to move the rest controller.

So this task is to refactor this stuff out of Islandora and into Jsonld.

I think that the WebTest could be replaced with a Functional test which might make it faster as well.
