Support for TimesheetAddInterp

Description:

Create a new API to support TimesheetAddInterp.

Acceptance Criteria

• Create a new API in to create new entries in TimesheetAddInterp.
• The new API should accept
  • A Timesheet ID
  • All the parameters defined in https://api.astutepayroll.com/webservice/documentation/#type_TimesheetAddInterp
  • Multiple allowances as part of the request payload
• The new API should create allowances on Astute for the above request payload

Definition of Done

• Code is written and tested
• Code is reviewed and approved
• Feature is deployed to staging environment
• Feature passes QA testing
• Documentation is updated
