Improve Catalogs Refresh mechanism

Currently, when an error occurs during the catalog refresh process, the entire process halts and the catalogs are not refreshed anymore.

We should implement more robust error handling mechanisms.
Additionally, we could take this opportunity to add caching for catalogs. This would reduce the repeated fetching of the same data, particularly in cases where catalogs do not change frequently.
