dy-sidecar reboot volume/data issues

If the dy-sidecar is restarted after it was killed, it will do the following:

• get a new set of volumes
• pull the inputs and outputs once again.

Both of the above actions will cause data loss.

Update:

• The anonymous volumes (brought it by ♻️🐛 docker engine cleans up volumes when removing dynamic-sidecars #2915) might need to go away
• A new service to cleanup volumes might be required to be deployed on all worker nodes of the platform.
