Before we can decommission tip.itis.swiss:

there is a feature that allows users to download their project from tip.itis.swiss
there is a feature that allows users to upload their project into tip.science
there is a feature that allows users to upload their project into tip-lite.science [TBD, as it means users should be allowed to open projects made in V2.2 with TIP-lite, but not create new similar projects in TIP-lite, e.g. if they use one of the "disabled" templates...]

we can then start phasing out tip.itis.swiss:

users of tip.itis.swiss are made aware that this deployment will shut down and they have to download their projects
no active users are left on tip.itis.swiss
shut down tip.itis.swiss
