'Delegation by role' can become 'default delegation' #37

Steps to reproduce:

Set 'userA' as delegation for some 'roleA' in unit 'unitA'
Do not set default delegation
Do not enable OoO
Delete org chart unit 'unitA'

Actual result:

'userA' becomes default delegation

Expected result:

Default delegation stays empty
Delegation for role 'roleA' is deleted
