Deploy the web dashboard

As a developer of the web dashboard I would like to see it deployed in parallel to JSON_Bourne and shown to users.

note that this doesn't have to necessarily be a local deployment. as long as PVWS is facing the outside world, we could deploy t ie. vercel and not worry about ops work to keep a server going etc. I have a working example of this though it requires a public PVWS connection so won't work unless you're on the isis network.

This has the advantage that anything pushed to main is published straightaway which removes the need to manually deploy (this can be configured)

this should be done after #29 and #30

acceptance criteria

• The web dashboard is deployed somewhere (TBC where)
• if we need to manually deploy updates, this process is documented
