Overview of the Feature Request
We will implement the Deaccession Dataset action in the Edit Dataset dropdown, and the Deaccession form.

What kind of user is the feature intended for?
(Example users roles: API User, Curator, Depositor, Guest, Superuser, Sysadmin)
SPA users

What inspired the request?
From the Q1 2025, we have a goal of implementing deaccession dataset part.

What existing behavior do you want changed?
