add !mp skipintro

autoskip intro is a lobby setting. it's either everyone watches the intro or no one does. during RO32, the LM1 map had a 52 seconds long intro which players couldn't skip.

ideally, we would want to upstream intro skip request but that's a lot of effort and I don't know if it'll be possible to do before the end of this tournament

had a quick glance at the autoskip code, it isn't obvious if the host can choose to skip the intro
