The seventh stroke in U+6414 搔 points left in Plex Sans JP:

According to the JIS X 213 standard (page 13) and the Japanese government's official form list for non-jouyou characters (表外漢字字体表, page 10), it should point right:

Seems like a bug in Adobe-Japan1.

We have confirmed that the issue is due to an error on the Adobe-Japan1 character set.
搔(U+6414) shape will be fixed to original JIS standard in the next update.

Here is the character, according to Shuo Wen Jie Zi(說文解字) and Kang Xi Zi Dian(康熙字典).
That part should be a hand or claw/paw. That dot is one of the fingers.
