New tap for Electronic ID Software

@fanquake @victorpopkov @jawshooah @alebcay To let you know of a new tap, for electronic identity card software of various countries. See #8033 as to reasoning behind it. Currently only three casks are present, but I’d like to see it grow. At the very least these can be better organised.

We should add tests for it, and connect Travis to it (and to [caskroom/fonts], since it appears to be disconnected there for some reason).

I’d also to have the conversation in #5876 again, regarding taps for games and drivers. Particularly for drivers, it’s starting to become a mess. We have multiple drivers in multiple taps, and most have (necessarily, unfortunately) sucky names.
