Use case
When you're using a custom overlay and click on an object just the tagging is shown. Editing the existing data might be complicated for example for destinations etc.
Proposed Solution
It would be nice to be able to set a quest form to be shown in a custom overlay. So for example, when the custom overlay addresses maxspeed to show the maxspeed quest form when one clicks on a way.

I don't think this is possible.
A quest form requires an existing/valid quest type or will crash upon creation.
Further the answers from a quest form can basically be anything, so there is no generic way to apply the answer to an element. What the answer actually does to the element is decided in the quest, and not in the form.
