A completionist might want to be notified of rechecks but not get ddiven insane with notifications when onboard a vehicle, but not want to keep switching presets to see more quests/tone down notifications.

It would be interesting to know how are you using the notification feature? I.e. your use case when you encounter such need?
I personally tried to use notification feature (with various degrees of success) in the past, but only on very-low number of quests (i.e. those quests which I find quite important), so it only disturbs me very rare and for short period of time.
On the other hand, when I want to solve more quests then just those few very important ones, I wouldn't be using the Notifications feature at all, but stay in SCEE for the duration I want to be solving them.
Also, are you aware of the feature that if you press Uh... / Show/edit tags (available if Expert mode is on), you get all the quests for that object, even if disabled in preset? Maybe that helps your use case?

e.g. in this currently active preset only housenumers quest is enabled, but in Show/edit tags you can see icons for solving many other quest that apply to this polygon.
