Currently, you can set to show toolbar first instead of suggestion bar (complete deactivation is not possible).

Settings > Toolbar > Auto show toolbar (enabled)

Settings > Toolbar > Auto hide toolbar (disabled)

Please add option to disable it completely

The issue should be renamed to "How can i deactivate/remove the suggestion strip?" to make it clearer.

Indeed, in the AOSP keyboard, you can fully disable the bar. You can't in HeliBoard.
