Uppercase letter variations missing in key pop-up

Does it happen in OpenBoard, or is it exclusive to this modified version?

Describe the bug
Versions 17.1 and up have pop-up symbols issue, where letter variations are not available when Shift is activated. Only the symbol is in the pop-up. Version 17.0 doesn't seem to have this issue.

To Reproduce

1. Activate Shift;
2. Long press any letter that has variations;
3. No diacritic or other letter options (language specific) are present, just number row and symbol options are present.

In my use case I have Lithuanian and English languages selected for keyboard.

Expected behavior
Upper case letter variations with diacritics and similar are present as it already works with lowercase.
