Allow Garden Managers to create volunteer job requests for their garden, accessible to users though the “Garden” section.

These volunteer job requests may be one time jobs, or repeating chores set for specific times. They may be assigned a skill level of: beginner, intermediate, or expert (for example, “Water the City Harvest plots” may be a beginner job, while “ Build a Woodshed” may be an expert level job)

Estimated time: 15hrs
