I know your comments say tested through 3.5.0, but I updated to 3.5.3 and the selector doesn't seem to show, so not sure what they changed in 3.5.3 I have tried with Core theme and Core-beta theme.

The challenge needs to be hidden for you to be able to set the release time (if its visible, its already released)
