Add a hue color filter

A hue color filter would be great for monochrome wallpapers, as we would be able to adjust a monichrome wallpaper to the color of our liking as shown below

I don't know how hue works in color matrix, I'll have to study this a bit. As much as I understand from the video I think it's rotating the shade over the matrix by some angles to create a color blend. I'll add this but may take some time :)
