Describe the bug
Currently the workflows use the latest hdf5_plugins build. The code for the compression plugins may not build or be compatible with the HDF5 release

Expected behavior
hdf5_plugins downloaded for hdf5 release workflows should be the same as was tested with the hdf5 release and should build without errors.
