Per comments and conversation in #63

• Goal: Merge the data from the USGS daily and the Precip daily CSVs and save into the same precip CSV file
• I think we can simply use this existing script (from HARP 2022):
  • join_col.R (use details here Script to join a column to an existing csv using sqldf R package HARParchive#552 )
