User Story

As a plugin developer I want clarity regarding the IF interface so that I can take advantage of IF features and help manifest developers diagnose issues faster.

Scope

HIGH - Document the list of official exceptions we accept from plugins and the expected behavior when raising that exception.

HIGH - Improve logging to help with debugging and diagnosing issues with running manifest files
