There's no 8.1.0 downloadable from Gradle Plugins repo.

https://plugins.gradle.org/m2/gradle/plugin/com/github/johnrengelman/shadow/8.1.0/shadow-8.1.0.pom returns HTTP/404

8.0.0 works.

https://plugins.gradle.org/m2/gradle/plugin/com/github/johnrengelman/shadow/ lists 7.1.0/, 7.1.1/, 7.1.2/ and 8.0.0/

Ah, damn. I was looking for plugin-declarations, but there was a project dependency buried somewhere. NVM. Should work now.
