Feature Description

The header has been further streamlined.
See #1258 for new left rail that was taken from the existing design.

Do not alter or remove anything below. The following sections will be managed by moderators only.

Acceptance Criteria

  1. The header is sticky
  2. See split in header for filtering vs sorting:
    image
  3. Only the Templates page has pill filters:
    image
  4. There is an animation for the dropdowns
    image
  5. Hover tooltips utilized material design, similar to the editor
    image
