Skaffold should use the Skaffold user-agent when performing the Skaffold update check. We already provide this user-agent when working with docker (#1260) and making calls to GCB (#582).

Having the Skaffold version would allow us to know whether we can turn down certain services such as the skaffold debug helper images (#4520), and provide the velocity of how quickly our user base updates to newer releases.

The update check can be disabled temporarily or permanently.
