Bundle google-checks.xml and suppressions.xml in Maven package #41

Right now the package is just a pom.xml file. http://mvnrepository.com/artifact/com.google.cloud.samples/shared-configuration/1.0.0 This means that the google-checks.xml file and suprressions.xml file need to be copied to the desired repo when using this package as a parent.

This makes it harder to keep those repos using the latest style checks. It also should be unnecessary.
